Instructions:
1. In a bowl, mix flour, carom seeds, salt, and oil until crumbly. Add water little by little to form a dough.
2. In another bowl, mix mashed potatoes, peas, garam masala, and salt.
3. Roll out the dough and cut into circles. Place filling on one side and fold the other side over, sealing the edges.
4. Brush with oil and bake at 375°F (190°C) for 25-30 minutes until golden brown.
